DAV National Service Office Updates

The National Service Office has been busy processing Blue Water Agent Orange
claims and particulate matter claims. As a refresher, the Blue Water Navy law
affects Veterans who served on a vessel operating not more than 12 nautical
miles seaward from the demarcation line of the waters of Vietnam and Cambodia
as defined in Public Law 116-23. Veterans who state they meet the criteria of this
law are eligible for VA benefits. Additionally, Congress added three diseases –
bladder cancer, hypothyroidism, and Parkinsonism to the list of presumptive
conditions associated with Agent Orange exposure.

With particulate matter claims, three new respiratory conditions – chronic
asthma, rhinitis, and sinusitis – are now considered presumptive by the U.S.
Department of Veterans Affairs (VA). Veterans diagnosed with these conditions
within 10 years of a qualifying period of service in Southwest Asia and certain
other areas will have their disability claims processed on a presumptive basis.

There will be no Chapter Service Officer (CSO) certification at this year’s Fall
Conference. Certification begins once you complete Level I training and expires
after 18 months. Since Level I and Level II certification classes were done at the
State Convention in June, no CSO training is needed until the 2022 Fall
Conference.
